Nevertheless, there was one brief
0:03
reference in the throne speech about
0:05
making Canada quote the world's leading
0:08
energy superpower.
0:10
Given such a passing reference, I don't
0:13
think that this government fully
0:14
appreciates just how important the
0:17
natural resource sector is to our future
0:19
prosperity, especially for Saskatchewan.
0:23
In any given year, between 10 and 15% of
0:27
the provincial government's budget comes
0:29
from natural resource royalties.
0:32
That means that 10 to 15% of the budget
0:35
of every hospital, school, and
0:38
provincial social service comes from
0:40
getting Saskatchewan resources to
0:42
market. 10 to 15% of the salary of every
0:46
doctor, nurse, teacher, and social
0:49
worker depends on the natural resource
0:51
sector.
0:53
But if we cannot get Saskatchewan
0:55
resources to market, if we cannot get
0:58
oil, gas, pod ash, and uranium to the to
1:01
their customers, then it becomes that
1:03
much more difficult to build hospitals
1:06
and schools and to hire more nurses and
1:08
teachers. And as a result, government
1:11
services and quality of life
1:13
deteriorate.
1:15
So, this raises the obvious question.
1:17
What is the best way for a landlocked
1:19
province like Saskatchewan to get its
1:22
resources to markets both in Canada and
1:24
around the world? Well, for oil and gas,
1:28
the obvious answer is pipelines.
1:31
We need to get pipelines built in order
1:34
for the quality of life of Canadians to
1:36
improve.
1:38
So it is certainly concerning that the
1:40
throne speech contained so little about
1:42
developing our natural resource sector.
1:45
There was the mention about creating a
1:48
new major federal project office which
1:51
one would hope would approve and speed
1:53
up pipeline projects.
1:55
But unfortunately in his first question
1:58
period on Wednesday, the prime minister
2:00
refused to answer whether new pipelines
2:02
would be approved. He left it to his
2:05
Minister of Energy and Natural Resources
2:07
to clarify, quote, "We will support new
2:11
pipelines if there is consensus in
2:15
Canada for them," unquote.
2:18
Mr. Speaker, the prime minister cannot
2:21
even come to a consensus within his own
2:24
cabinet about getting pipelines built.
2:26
So, how is he going to come to a
2:28
consensus all across the country? I
2:31
would suggest that as long as the former
2:33
Minister of the Environment, the orange
2:36
jumpsuitw wearing CN Tower climbing
2:38
member from Laurier St. Marie is still
2:41
sitting around the cabinet table, then
2:43
new pipeline projects will never see the
2:45
light of day in this country.
